In other situations it's not just time but also how the cuddling proceeds that causes problematic overstimulation. For example, some cats bite in response to pets on the back above the tail. So your task is to figure out exactly what you are doing just before he changes his body posture/language. Once you know, you can stop doing that and when necessary, disengage from petting before he changes and a bite occurs.
