 People on both sides of this scenario often become upset based on their personal experiences with dogs and the dog handlers so if I were you I would basically ignore the handler’s reaction and err on the side of safety. By the way, I have bred and trained dogs all my life and they are trained off leash to voice and hand commands but I still leash them when I go out in public because of the perception people have to seeing a big dog off leash(I have 2 German Shepherds) people still cross the street when I walk my guys and I just chuckle about it and continue to move on.
